MTSS 3-Tier Model
MTSS is defined as a three-tier, or three-step model of school supports that use research-based academic and/or behavioral interventions. The three-tier model is:
- Tier 1: High-Quality Classroom Instruction, Screening, and Group Interventions
- Tier 1 is the foundation of the RTII model. All students receive Tier 1 instruction in the general education classroom. Eighty percent or more of the student population should be successful in receiving high-quality, research based instruction.
- Tier 2: Targeted Interventions

- Students who do not respond to Tier 1 instruction, may receive support through Tier 2. In addition to Tier 1, students involved in Tier 2 will receive targeted, small group instruction delivered by a certified teacher.

- Tier 3: Intensive Interventions and Comprehensive Evaluation
- At this level, students receive individualized, intensive interventions that target the students' skill deficits.
